I understand the intent, but do we know that copied tags are worse than no tags at all? 

The same questions arises for "Reply" - it seems to me that the best starting point is the original tags, rather than no tags, just to help keep the threads together?

Perhaps a solution here is for the Copy/Reply templates to offer the original tags in an editable field (there is no tag field in these templates now) so that users have the option of clicking through (to keep the old tags) or putting in new ones.
